Best Answer: What you are seeing is not silver. It is zinc. All cents made since the latter half of 1982 are 97.5% zinc and only 2.5% copper, most of that copper is the pure copper plating over a core of 99.2% zinc and .8% copper. This is one that got little or no plating on the edge. Like if they were trying to make a coin ring out of it. the inside on modern pennies are zinc. It could be either a missing layer of copper due to PMD, or someone was trying to make it into jewelery like this. Lastly, it could be some sort of paint, like in my case, I found one with silver colored sharpie. The picture you have submitted looks to me like black and copper because the black is still visible under the letters. The silvery color on the rim is most likely zinc.
