Best Answer: What you are seeing is not silver. It is zinc. All cents made since the latter half of 1982 are 97.5% zinc and only 2.5% copper, most of that copper is the pure copper plating over a core of 99.2% zinc and .8% copper. This is one that got little or no plating on the edge. Like if they were trying to make a coin ring out of it. the inside on modern pennies are zinc. It could be either a missing layer of copper due to PMD, or someone was trying to make it into jewelery like this. Lastly, it could be some sort of paint, like in my case, I found one with silver colored sharpie.
